A more general solution would be needed to get all distros packaging cooking rules in a single well maintained source file. In the mean time, that patch will fix the issue for oesenc plugin 3.0 under OpenSUSE. OpenSUSE detection when using a OBS cloud building tool is far from obvious but the provided code works and cannot conflict with any other distro.
It does not correct the issue that installation variables are setup in 2 differents cmake files:
PluginInstall.cmake (from line 74)
CMakeLists.txt (from line 81)
As this plug-in configure code installation directly in CMakeLists.txt before compilation it was creating a conflict. For me all distro definitions should be concentrated in PluginInstall.cmake
