bd CPS: 1989-93: Longitudinal weight #222

Add in L-LNGWGT for 1989-93 and rename it PWLGWGT. The catch is that some lines of data are too short (don't contain the weight) but dropping them drops useful information. Will need to work on a way to read in this variable.
