bd CPS: add headship variable #253

Based on Paciorek (2013, 2016) approach: for each person in household, variable is equal to 1 if alone, 0 if living with family, 0.5 if reference person with spouse or spouse of reference person, and 1/n_r if living with roommates, where n_r is the number of roommates.

Created HEAD but can also calculate this with existing variables, so decided not to include in bd CPS.
