An important part of making this group successful in addressing the particular harms of unwanted tracking will be to engage with expertise of those working directly with people who are most severely affected by such tracking.

Charter probably doesn't need to go into great detail on methods, but should note this engagement in addition to coordination with other standards groups.

Engagement may need to be different than typical IETF practice, as those stakeholders may have less experience with protocol development and not all may be able to engage directly on publicly-archived fora. Liaisons, surveys and briefings/feedback sessions may be useful.
