Add Breakwater Learning page to MSOL Site, link it from footer #99

We need to add a page that talks about Breakwater Learning, which is where MSOL will be seeded. The page will be largely text based with content here: https://docs.google.com/document/d/1rf0ol7QKALTk8x1ktcAkuZDrrB5wfw98uMVpAeU97b8/edit

This page needs to be linked from the footer. I think it should go in between About and FAQ.
