Apache 1.3 and 2.0 are EOL (End of Life). Detect EOL versions and emit an error if found.

Typo in the version check field - will resubmit the request with corrections. I was unable to explicitly test the changes on my machine at the time because a bug in EA3 UserDir handling prevented building Apache 1.3 or 2.0 on my normal test machine (redrobin).
