Why do developers always make posts about "improving communication" right before going silent for another month? What purpose did that serve?

Or 10 days after submitting a ticket: Apologies for the late response as we are receiving a high volume of tickets at the moment. For the moment, try clearing Cache and Cookies from your web browser? Make sure the ad blocker is turned off as it prevents some of the page’s features from appearing. None of this would cause the problem I am having, do they think I'm an idiot?
