API to perform Setup Outfit #907

Please provide an additional Public API to utilize the Setup Outfit functionality so that we can develop easily dressable extensions.

Case: I intend to use the API provided to implement a dress-up feature along with a costume management feature in the EAUploader we are currently developing.
