What should this feature enhancement do?

 Allow the user to specify the color of the international borders layer
from the strong GE yellow to another color  Or alternatively disable the border
for  international borders, county, states , 1st and 2nd level etc., as in
the GE application?

Are there any known workarounds that produce the similar results?
