What should this feature enhancement do?

This feature will allow a custom event to be fired/triggered through kml,
specifically for the touring feature. I am trying to communicate when a
balloon is opened in a tour so that I may render additional items on my
page (outside of of the GE plugin).

Are there any known workarounds that produce the similar results?

Not that I know of.
