Enable/disable Borders, populated places, alternate placename and labels, as in the GE application. #288

What should this feature enhancement do?
In the GE application, the user can enable/disable Borders, populated places,
alternate placename and labels. The API should offer the same options.

Are there any known workarounds that produce the similar results?
Not aware of workarounds

The API already supports borders/labels with LAYER_BORDERS. For other layers,
