[Feat] Filter and Sort Projects

Description

Add filters (e.g., by technology used) and sorting options (e.g., by average rating or most recent) to help visitors find projects that interest them.

Implement this functionality using JavaScript/React to manipulate the project list based on user selections. Please assign this task to me @beRajeevKumar
