This change aligns the dts Makefile in the 5.10 branch with more recent kernel versions and with our kernel repo at https://github.com/SanCloudLtd/linux. That will allow us to switch over to using the BeagleBoard.org kernel in our Yocto Project builds, which is a change TI have recently made in the meta-ti repository for BeagleBoard platforms (see https://git.yoctoproject.org/meta-ti/tree/meta-ti-bsp/recipes-kernel/linux/linux-bb.org_git.bb?h=kirkstone).
