upstream library(distribution/xcase) #7

there is library (distribution/xcase) and there are tests which use it.

Please upstream.

I'm the original author of the code but I don't have access to it anymore (I've left Red Hat).

OTOH, merely upstreaming the code is something that anybody should be able to.

Side note: xcase has been ported under Shelffu/JATS and for past couple of years the development has been going on there (OAMG QE tests have been using the Shellfu version, not the Beakerlib version). For the most part I've been trying to keep the old BeakerLib-based d/xcase up to speed, but I have to assume that it's not up to par. (I can't confirm without access to the distribution repo history, or at least latest timestamp.)
