feat: Add .tool-version to common config #15

@btkostner see any reason this is a bad idea? I figure it makes it easier for folks supporting these packages to work on the same version across all of them.

I could see this maybe being a problem if you want to upgrade a single package, but then you just don't commit local changes. Should be fine 🤷 Might want to bump to the latest elixir 1.17 otp 27 version to match the CI matrix.
