Docs - Create set of Rider run configs for internal dev #3373

We can save a set of Rider based run configurations, so that developers can run common dev tasks from the drop-down

  1. regenerate CLI bindings
  2. regenerate OAPI bindings (unreal | unity)
  3. install CLI
  4. install latest CLI
  5. run set-packages.sh
  6. install templates
