various small fixes for CLI deploy #3414

  1. docker build logs set to DEBUG instead of INFO
  2. fixed a bug where a remote mongo image was attempting to build locally, which didn't make sense.
  3. fixed an error where remote shouldBeEnabled was overwriting local value.
  4. removed some option flags from the deploy command
