CLI - beam init twice should rewrite workspace #3456

If you run beam init once, then it creates you a .beamable folder :+1:

But if you run it again, it infers the cid/pid from the workspace, and only asks you to sign in with email/password, which is almost never useful. Instead, I think it should ask you again for cid/pid and just re-write the folder workspace settings.

its important that we still allow option passing to override the choice ux flows; but if you don't pass an option, then it shouldn't fall back to the file system values.

content remains unchanged, and we'd expect folks to run a beam content reset to get the new realm's content.
