This has never worked with local versions --- now it needs to.
- This needs to update the .config/dotnet-tools.json
- This needs to run dotnet tool restore inside the solution.
- This needs to run dotnet restore inside the microservices solution.

its not clear to me if 'local' pathed files will work "out of the box"
