tidy up spectrum and functionality correction #7

  1. remove comments in emissions.py
  2. rewrite file_scraper.get_per_tab_dict to run more efficiently
  3. write get_scale as a separate function so it can be used externally of get_tab_dict
  4. Update mapme function and correct github location in spectrum.py
