[FEATURE] Ranking System #395

Describe the Feature Create a ranking system for cafeBot.

Additional Context Levelling up can be enabled through the ranking-system enable command. Users can see their ranks using the rank or rank <user> command. Levelling up should work where every hour, you have a random chance of getting 15xp. Add the ability to bind ranks to certain levels.

Better idea - level up ONLY when using cafeBot "commands"
