Create `/ptu_admin` command that allows for easier copying of pokemon data between spreadsheets #15

In order to more easily manage adding homebrew (custom stuff) to character sheets in google sheets, create a command called /ptu_admin with a subcommand/subcommand group. This should allow for discord users of specified, hard-coded IDs (just me for now) to copy pokemon data from one specified character sheet to another. This should also copy over the pokemon's skills as well.

This should aid in a quicker transfer of custom pokemon from one sheet to another on an as-needed basis whenever a player catches a pokemon in a session.
