Add tag_map #263

Can we have a tag_map (ala account_map and commodity_map).

Since beancount requires meta-data keys to start with a lower-case letter, we end up renaming a tag like Tax-Year to tax-Year, which is ugly.

there's metadata_map already, but only for metadata keys. Hmm, isn't that what I want?

No, I was confused. metadata_map (which exists) and tag_map (which doesn't are two different thing.

My example was wrong.
