release a v0.4 to pypi #120

thank you @yagebu for #119, where you solved the scikit-learn incompatibility.

could you upload a pypi release from the current code? - A release would come in handy for including an updated version of smart_importer into favagtk, where I ran into the same incompatibility with scikit-learn (favagtk #13).
