added getfWAR function #6

I rebuilt the package and added all documentation. You can now download fWAR data directly from FanGraphs by year. The function does import functions from scrapeR and XML.

Just realized I forgot to add the params for the function to the documentation. I'll do it in the morning when I'm back at my computer.

My last commit amended the function to account for the fact the crunchtimebaseball.com playerId map does not include players who haven't had a plate appearance or threw a pitch in one of the last three major league seasons.

Really I only used this because when attaching playerId using the Chadwick map, a lot of players in 2015 were excluded because it wasn't updated. So for years before 2015, we use the idTT table data included in the package.
