Added xpl-uptime tool to report the uptime of a host #12

Hi Mark,

I added a small utility to report the uptime of a host through xpl.

I'm using it to let Misterhouse know a host is up. Much nicer than pinging the host from Misterhouse.

Could you consider adding it to a next release of xpl-perl?
