Lots of little refactorings...

flake8 linting cleanup
adjust build structure to use src/ronkyuu
adjust Makefile to install "-e ." before tests to test the installed package code
fix/adjust setup.py, setup.cfg and others to use new Python 3 best practices

bump version to 0.9
