Tipdate sampling couldn't be turned off if tip date precision varied #1194

A feature to turn on tipdate sampling if there was variation in precision resulted in this option not being able to be turned off. Switched to using a one time dialog box to ask whether to turn this on if there is variability.

Addressed by presenting a one-time dialog to ask if sampling should be turned on
