Add half a year to sampling date when performing tip date sampling #919

When setting up tip date sampling in BEAUti, half a year is being added implicitly to the sampling date. However, this change is not reflected in BEAUti, nor in the XML that is being generated. It would be better to modify the sampling date (both in BEAUti and the XML) so that there can be no confusion.

Steps to reproduce:

  1. Load data set into BEAUti
  2. Guess dates
  3. Select one or more sequences and click 'Set precision' and enter a non-zero positive value
  4. Sampling date is not updated (example: 2004.0 should become 2004.5)

I think this will need to just be a cosmetic thing in the tipdate table. Perhaps it would be better to show the range (i.e., "2004 - 2005")
