Add an option to display tooltips on Buttons, Icons and Icon groups #351

It would be a really nice addition to have the ability to specify user editable tooltips for Buttons, Icons, Icon Groups etc. I have had a few occurrences recently where this would have been really handy.

The tooltip should be able to be styled within the module settings, along with the positioning (top, right, bottom or left).
