Avoid creating an output pane tab for "PHP Coding Standards" #17

This is quite trivial, but I like keeping my output pane organized. Every time I open a file the "PHP Coding Standards" tab is added to the Output pane. It won't open more than one thankfully, but I remove it when I'm looking for other output tabs so it gets added again on the next file open.
