az bicep upgrade failure #41

I ran "az bicep upgrade" and now this is what happens. I'm using the latest version of az cli (2.44.1), I have tried rolling back to a previous version of bicep (13.1) but i get the same issue Looks similar to this https://github.com/Azure/azure-cli/issues/24482
