Added issue, bug, and pull request templates

Description

Added three files: ISSUES_TEMPLATE_FEATURES.md (a template for new feature issues), ISSUES_TEMPLATE_BUGS.md (a template for creating issues for bugs), and PULL_REQUESTS.md (a template for creating pull requests)

Motivation and Context

This will make it easier for people to contribute in the future and create a standardized approach that we can modify as needed.

Types of changes

• [ ] Bug fix (non-breaking change which fixes an issue)
• [x] New feature (non-breaking change which adds functionality)
• [ ] Breaking change (fix or feature that would cause existing functionality to change)
