Document DIM_DEPT (?) Keep archive copy of this table and then add alternate dept name field to new one.. Write mapping doc

DIM_TIME Add grant year field, give Monika mapping rules

DIM_APPLICATION_FUNDING Write mapping doc for AF apps

Did ris_department and dim_time. Need to do next set of recs to bring into dim_application_funding
