This PR makes sure we only symmetrize flags we are interpolating or otherwise dealing with.

It also makes sure we only do this outside of regions we know we will mask.

to do:

[x] write integration test with gaia stars in it
[x] test method on SE slice object for mapping coadd images to SE images via nearest pixel
