L2 config for UEI: p2p use case #232

The layer 2 configurations for UEI domain are missing from the Beckn UEI repository.

Although was a PR for the EV charging use case Layer 2, P2P use case Layer 2 was missing.

As part of this ticket, we are pushing these changes in the Beckn UEI repository.
