Discovery: Enumerate network policies that cannot be expressed in OpenAPI 3.1 #55

OpenAPI 3.1 along with JSON Schema 2020-12 dialect allow many new rules to be expressed in the yaml specification by network facilitators. However there are still some rules which cannot be expressed in the specs. Use this ticket to list those cases.
