Write a script to get the latest list of specs from a Network Policy Repository #58

Write a script that when triggered from an admin on the Network Participant will get the latest list of specs published by the Network Facilitator.

Outcome:

  1. Requirements doc - to be updated in confluence
  2. Design Doc - to be updated in confluence

Currently there is a script to download layer 2 spec from a given address and add it to protocol server. However the Network Policy Repository itself is something that is yet to be designed. So closing this issue as the Network Policy Repository design issue is present in the backlog and it is a discovery. It should have all aspects including how to download from the NP side.
