add billing account info functions #98

Hi Alex, here are the billing info functions I've created in the last month or so.

Not quite sure how to create tests for these in the pre-prod environment, especially since the only billing ID I know of is ACDI/VOCAs.

Other than that it should be good to go, pending on your review.
