nest checking happening in non-fast mode #199

bedmap is throwing errors when error checking is enabled and running in non-fast mode, when a fully-nested element is detected. This is the wrong behavior.

This is addressed in 6588a151b99cb2164682f2b4758cf2ee56b80592 for upcoming v2p4p30 release.
