--chrom broken in most apps #93

bedops/bedmap/closest-features all have a broken --chrom option.

This doesn't appear to be a problem after all. I have added additional tests to bedops which check the functionality of the --chrom option, with and without --ec. See 662e0ade2e871ff4ba45beb930ed826e9ab1f762
