Corrected Croyden/Croydon typos, and clarrified on line 30 that the work wasn't solely carried out by council employees.

Somehow the default settings on this GitHub repo had me receiving no alerts for pull request. 🤦🏼‍♂️ The good news is that I corrected the spelling of Croydon months ago, and the correct spelling is now permanently imprinted on my brain. But the other changes were very much still needed, so of course I've merged your PR. Thank you!
