Decouple from DANE

Create simple API with Flask to approach worker DANE-agnostically - e.g. with Airflow.

• [ ] Setup server.py
• [ ] Adjust configuration to not be dependent on DANE package
• [ ] Remove dane dependency from project
• [ ] Pray that it works straight away
