Use Torch base image #42

Building the image often fails due to timeouts with Poetry install Presumably caused by Torch installation being so big Instead, use Torch base image https://hub.docker.com/r/pytorch/pytorch/tags

[ ] Figure out what Cuda version and what Torch version are adequate
[ ] Rewrite Dockerfile
[ ] Test locally
[ ] Deploy in OPC and test
