STORY B9: As a third party developer I want to be able to harvest the open metadata using a harvesting protocol set so I can be sure the data is synchronised with the source.

Acceptance criteria

[ ] using OAI-PMH

This will probably not be provided... The user will have to query for the data in the sparql endpoint, or ask us for a dump..
