[CPA][UI] Fix title of first page of process to create new business #464

Description: There is situation that user see wrong title at the second time to create business.

If there no inputs to write first and last names then we have to change title:

OLD: "Введи своє ім'я та назву вашої компанії" NEW: Proposed by implmentator
