Allow on-demand only acoustid fingerprinting

It would be great to be able to have the chroma plugin activated, but only for the explicit submit use case, so that you don't have to keep enabling and disabling it to avoid the dramatic slowdown when doing imports.

Some kind of an option like:

  auto: no
