Update project configuration #25

Various updates to project config to adhere to current practice across BeeWare:

Modify CI configuration to test with packaged wheels
Added pre-commit (including Black updates)
Added dependabot
Switch to setuptools_scm
Switch to a repo-configured RTD configuration
