Optionally Show Widget headers as well
As the borders are inside the widget box they can affect the overall width of elements which don't explicitly set their own width. This side affect can cause unintended display changes.
Perhaps always include a border but make it transparent (for everything except IE6). http://www.researchkitchen.de/blog/archives/css-bordercolor-transparent.php
@missingdink suggested putting the trigger to hide/show grid lines on the the widget header and show/hide gird for that widget.
What width would you suggest for the grid lines and between them?

Perhaps on hover of a widget or by explicit action such as checking a checkbox or radio button placed in the unused space in the header
