Be able to define whole page or partial page layouts separate from widgets, to define how widgets interact with each other on the page level - with own CSS files specific to page layouts.

Define new header UI elements to allow for browsing of layouts.

@micfunk can you make a mockup that would help OSS Army people understand what this feature should look like? Just attach it to this issue thread if you would.
